水是生命之源,对于水资源的保护一直是人类自然保护工作中十分重要的一项。而我国作为人口大国和经济大国,在社会的生产生活中更是离不开水资源。在这巨大的水资源需求量之中,对于水资源中地表水的需求占到了80%以上。而且这一需求量正在随着水资源危机的加重而逐渐增加。因此,我国必须加强对于地表水资源的保护,才可以保证社会的正常运转以及人民的正常生活。而法律作为水资源保护工作中一项依据国家强制力保证实施的重要保障,在对于地表水资源保护的相关制度上仍存在许多不足,因此,如何完善现有的地表水资源保护的法律制度成为亟待解决的问题。
