天津市电子商务的建设是1999年在全市信息化工作会议上明确提出了的,电子商务被列为当年主要工作任务之一,并制定了利用4年左右时间使天津市电子商务走向实用的“天津电子商务发展总体框架”。 《框架》实施分为两个阶段。2000年全年为起步阶段,初步建成天津市电子商务应用的基本框架,重点建立起电子商务用户的网上认证(CA)中心和密钥管理系统,实现网上交易;建立健全支付系统;提供多种支付手段,初步实现电子支付;在工业、商业、外贸、乡镇和市经济技术开发区等企业中,合理布置电子商务应用的试点工程。另外,还将制定出保障电子商务健康发展的政策和规章。
