对老百姓的住房难题,最近有专家呼吁“二次房改”。理由有三:货币化补贴政策与市场房租房价严重脱节;保障性住房建设与供给缺乏制度保障;禁止单位提供住房实物保障存有弊端。解决对策的原则是“单位为主、政府为辅”。回顾1998年开始的新一轮住房制度改革,明确了国家、集体、个人三方共同负担的货币化房改方向,即最低收入家庭租赁由政府或单位提供的廉租住房;中低收入家庭购买经济适用住房;其他收入高的家庭购买、租赁市场价商品住房。
