消防安全护卫着改革发展稳定大局,消防安全维系着人民群众安居乐业,消防安全对于创造平安环境,构建和谐社会的意义和作用是有目共睹的。消防安全工作的实践证明:火灾隐患尤其是重大火灾隐患是火灾事故多发和造成重大人员伤亡、财产损失的渊源,大力整治和消除火灾隐患是加强火灾预防工作的需要,也是提高群防群治能力,杜绝火灾事故发生的根本保障。目前,消防工作面临的安全形势依然严峻,滋生火灾隐患和制约火灾隐患整改的不确定因素仍然普遍存在,尤其是一些重大火灾隐患的久拖不改,以至养患成灾,损害了群众利益,危及了公共安全,影响了社会稳定。将火灾隐患解决在火灾发生之前,预防和遏制重特大火灾尤其是群死群伤火灾事故的发生,是消防工作的主要任务,也是消防工作的最终目标。我们只有切实抓住整治火灾隐患这个关键环节,充分利用各种手段,克服各类困难,坚决把各项整治措施落实到位,才能真正掌握与火灾作斗争的主动权。
