2010年4月“新国十条”(《国务院关于坚决遏制部分城市房价过快上涨的通知》)出台后,一些房价过高的城市相继颁布限制家庭购房套数的规定,被称为“限购令”。据统计我国现在已经有49个地级以上的城市实施“限购令”。在“限购令”下让有些人由买房变为租房,随着供求关系发生变化,导致租房市场持续升温。这些人会先考虑先租房,然后等着经济基础不断稳固,不断改善居住条件。由于目前我国对承租人权益保护不够,还没能培育出租赁双方通过博弈达到均衡状态的市场。
In April 2010, following the promulgation of the “State Council’s Ten Articles on Statehood” (“the State Council’s notice on resolutely curbing the excessive housing price hikes in some cities”), some cities that have over-priced houses successively promulgated the “ Restriction order ”. According to statistics, there are now 49 prefecture-level cities in China that implement “restriction order”. Under the “restriction order ” for some people from buying a house into renters, with changes in supply and demand, leading to the renminbi market continued warming. These people will first consider renting houses first, and then wait for the steady economic base to continuously improve their living conditions. Because at present our country is not enough to protect the rights and interests of the lessee, it has not been possible to cultivate a market where both parties of the lease can reach equilibrium through the game.
