以农民专业合作社为掩护的非法集资活动日益猖獗,严重危害人民财产安全,扰乱金融秩序。由于认识上难以判断非法集资与“信用合作”的区别;熟人社会和父权政府观念下,难以消除非法集资活动的社会文化基础;监管体制协调不畅等方面存在的问题是此类违法活动规制无效的原因。因此,必须从立法、监管体系等方面系统构建对合作社非法集资行为的规制体系。
