2014年3月17日,中国的法治进程迈出了十分重要的一步。这一天,国务院审改办在中国机构编制网上公布了国务院各部门行政审批事项汇总清单。这份清单的另一个名字,叫权力清单。透过这份权力清单,我们看到了法学专业出身的国务院总理李克强正在用2014年人代会政府工作报告中提及的“法治思维”引领中国政府给权力设定边界,即已被我们耳熟能详的“把权力关进制度的笼子”。
On March 17, 2014, the process of rule of law in China took a very important step. On this day, the State Council Reorganization Office published a summary list of the administrative examination and approval items of various departments under the State Council in China’s establishment of institutions. Another name for this list is the power list. Through this power list, we see that Premier Li Keqiang, who is a law student, is using the “rule of law thinking” mentioned in the 2014 NPC Working Group report to lead the Chinese government to set boundaries for power, that is, Familiar “Put power into the system of cage ”.
