河北省邯郸地区地方国营煤矿各级领导,在深比企业改革中,大胆探索,勇于实践,实行两权分离,使企业充满了生机和活力。目前,全区已有8个煤矿和两个厂、站实行了两权分离,占全区总数的83.3％,成功率占90％。1937年这些承包单位共实现利润287.56万元,比原来增长一倍以上,一举扭转了全行业的亏损局面。1987年全行业实现利润77.89万元,比1986年扭亏191.89万元。进入今年以来,形势更加喜人,1～7月份又实现利润187.65万元,比上年同期增加利润258.84万元。其具体做法是:
