加强对个体劳动者的教育,是工商行政管理的一项重要工作。南京市玄武区工商局创办个体劳动者业余职业夜校,在这方面走出了一条路子。个体经济以私人占有为特征,具有两重性。一方面,它对发展社会主义商品经济起着有益的补充作用;另一方面,它容易产生小生产的自发性,对社会主义经济有消极作用。在个体户中,有不少人在政治思想、法制观念和道德风尚等方面都存在一些问题。主要表现:一是对从事个体经营没有正确认识,认为干个体是“逼上梁山”,二是一切向钱看,有的不择手段地进行投机活动,捞取不义之财,甚至走上犯罪道路。

The main manifestations are as follows: First, there is no correct understanding of engaging in self-employed businesses, believing that being an individual is “forced to go up into the mountains”; second, everything is looked upon by money; and some are unscrupulously engaging in speculative activities, seeking unjust enrichments and even going criminal.
