The 17th National Congress of the Communist Party of China made a major strategic decision to thoroughly implement the scientific concept of development and once again put forward the goal of “ecological civilization” in the report of the party’s 18th National Congress. The re-proposal of “ecological civilization” is a supplement and perfection to the theoretical system of socialism with Chinese characteristics, which is even more demanding at a higher level. The situation of ecological civilization construction in rural areas of our country is rather grim, with outstanding problems and has become an obstacle to the development and construction of rural areas.
