自上海2013年12月17日率先出台国资改革意见以来,各地国资国企改革如火如荼。截至2014年8月19日,全国已有包括上海、北京、广东、天津、重庆等在内的18省(市)公布了地方国资国企改革方案。从改革目标的构成看,18省市均提出了要实现以“管资本为主”的国资监管体制的转变。提出建立健全现代企业制度的有16个省市;提出发展混合所有制经济的有15个省市;提出优化国资布局结构的有15个省市。
Since Shanghai first took the lead in issuing state-owned assets reform opinions on December 17, 2013, the reform of state-owned enterprises in various regions has been in full swing. As of August 19, 2014, 18 provinces (cities) including Shanghai, Beijing, Guangdong, Tianjin and Chongqing have announced plans for the reform of local state-owned SOEs. From the perspective of the composition of the reform goals, all 18 provinces and municipalities have proposed the transformation of the regulatory system for state-owned assets based on “managing capital”. There are 16 provinces and municipalities that have set up and perfected the modern enterprise system. Fifteen provinces and cities have proposed the development of a mixed ownership economy. Fifteen provinces and cities have proposed to optimize the layout of state-owned assets.
