为了建立与社会主义市场经济相适应的水利建设管理体制 ,水利部根据国家有关法规并结合自身的特点 ,实行了质量监督制度 ,同时在水利建设领域推行了建设项目法人责任制、招投标制和建设监理制等 3项重大改革措施 ,有力地推动了我国水利工程建设 ,对工程质量的提高起到了积极的作用。由于水利建设市场还不够完善 ,当前在水利质量监督方面还存在一些问题和不足 :质量监督机构、队伍和制度不健全 ,质量监督体系与社会监理和施工企业的质量保证体系三者之间的关系没有理顺 ,工程项目建设的执法力度不够。为确保工程的质量 ,必须健全和完善工程质量监督体系 ,加大质量监督与执法力度 ,建立廉政约束机制 ,加强质监队伍建设 ,切实抓好工程项目的质监工作。
