科学有效地解决水电建设征地移民面临的诸多问题,让移民问题的解决服从于国家能源开发与建设的需要,适应于社会主义现代化建设的大计。分析移民问题存在的诸多因素,了解移民群体的困难、情绪和愿望,在移民工作中坚持以人为本的原则,用人文关怀的态度对待移民居民点的建设。把移民居民点的迁徙、安置和社会主义新农村建设结合起来,在对移民居民点的规划、设计、建设中,以社会主义新农村建设的标准做指导,促进移民居民点在经济、政治、文化等方面全面发展。
