Dear Delegates, Comrades, On behalf of the Provincial People’s Government, I report to the General Assembly on the implementation of the 1953 fiscal budget and the 1954 budget plan for our province. Now they are respectively reported as follows: I. Implementation of the Budget in 1953 In 1953, the budget of our province was based on the instruction of the North China Administrative Commission: “To vigorously organize the revenue, strictly reduce expenditure, implement the unified leadership of the State finance, Management, and strengthening the financial management and financial supervision of enterprises in order to ensure the needs of the state’s key construction funds ”.
