优秀的企业家是一种最稀缺的资源,我们不可能坐等优秀企业家的诞生,唯一现实的选择是在制度创新的同时,设法充分调动企业家的积极性。而我国国有企业改革“投入一产出”效率低下的原因,就在于注重制度创新和环境改善的同时,忽视了人的问题。因此,今后国有企业改革的重点应该是建立和完善对经营者的激励与约束机制,从而使国有企业增强活力,提高效益。
Outstanding entrepreneurs are one of the scarcest resources. We can not wait for the birth of outstanding entrepreneurs. The only realistic choice is to try to fully mobilize the enthusiasm of entrepreneurs while innovating the system. The reason why the reform of state-owned enterprises in our country is “ineffective in inputting and producing output” lies in the neglect of man's problems while paying attention to system innovation and environmental improvement. Therefore, in the future, the reform of state-owned enterprises should focus on establishing and perfecting the incentive and restraint mechanism for the operators so that the state-owned enterprises can enhance their vitality and enhance their efficiency.
