一、为加强政府与群众密切联系,重视群众意见,贯彻省府关于处理群众来信的决定,特订定本办法。二、本府所属各部门(委、局、处、院、署、区)负责同志,对群众来信必须亲自研究处理,一般最遲于收件后五日内擬好覆件交秘书处、七日内发出。其属较大或复杂问题,须请示上级或派人调查一时难以解决者,亦须依照规定时间先向来信人预作画面声明。三、对群众来信所提任何问题,务求实事求是就采纳后执行情况或未采纳之原因说尽解答,以满足群众要求,坚决防止言行不一和「出门大吉」的不负责任行为。
First, in order to strengthen the government’s close ties with the masses, attach importance to the opinions of the masses, and implement the provincial government’s decision on handling letters from the masses, this book is specially formulated. Second, the government departments (commissions, bureaus, offices, departments and districts) responsible comrades, letters to the masses must be personally studied and dealt with, generally within five days after the receipt of the proposed plans to cover the case submitted to the Secretariat within seven days issue. They are larger or more complex issues. They are required to ask for instructions from higher authorities or to send someone to investigate for an indeterminate moment. They must also make a statement in writing to the original believer according to the stipulated time. Third, we should answer all questions raised by the masses in order to seek truth from facts and solve them on the basis of their implementation or non-adoption after the adoption so as to meet the demands of the masses and resolutely prevent irresponsible behaviors of different words and deeds and “going global.”
