国务院原则同意国家经济体制改革委员会、国家计划委员会《关于继续落实和完善七城市计划单列工作的报告》,现转发给你们,请遵照执行。近两年来,国务院陆续批准对重庆、武汉、沈阳、大连、广州、哈尔滨、西安等七个大城市实行计划单列,赋予其相当于省一级经济管理权限,并在七市进行经济体制综合改革试点。时间虽然不长,但在发挥城市经济中心作用方面,已取得较好的成效。当前,正处在由旧体制向充满生机和活力的社会主义新经济体制过渡的重要历史时期。如何加强城市的综合服务功能,发挥城市在加强宏观管理、搞活微观经济中的重要作用,探索宏观管理与微观搞活两者紧密结合、协调配套的新路子,是改革的一项重要任务。请各有关地区和部门加强对七城市综合改革试点的指导和支持,共同推进改革,以取得更大的成效。

At present, we are at an important historical stage of transition from the old system to a new socialist economic system full of vigor and vitality. It is an important task of the reform how to strengthen the integrated service function of cities and give full play to the important role of cities in strengthening macroeconomic management and invigorating microeconomic and exploring new ways of closely integrating and coordinating macroeconomic management and micro-economic development. All the relevant regions and departments are urged to step up their guidance and support to the pilot cities in the comprehensive reform of the seven cities and jointly promote the reform so as to achieve greater results.
