各区、县,市委各部、委、办,市政府各委、办、局(总公司),各高等院校,各人民团体,北京卫戍区、武警北京总队:党的十四届六中全会以来,在中央的大力倡导和支持下,群众性精神文明创建活动蓬勃发展,在促进改革发展、维护社会稳定中的作用日益突出,在提高城市文明程度和市民文明素质中的作用日益突出,在服务人民群众、密切党群关系中的作用日益突出。实践证明,群众性精神文明创建活动是对群众进行思想教育、提高社会文明程度的有效载体。根据中办发[2000]23号文件及北京市城市管理工作会议的有关精神,今后要深入开展创建文明社区活动。为了进一步推动创建文明社区活动的深入开展,首都精神文明建设委员会在广泛征求意见的基础上,制定了《文明社区建设管理办法(试行)》,现印发给你们,望结合实际,认真贯彻落实。
