党的十四届四中全会作出的《关于加强党的建设几个重大问题的决定》,以邓小平同志建设有中国特色社会主义理论和十四大精神为指导,总结了党的建设的历史经验,确立了今后一个时期党的建设的目标,提出了当前党的组织建设急需解决的主要问题,明确了完成这些任务的指导原则和措施,是新时期加强党的建设的纲领性文件。 《决定》指出,党的基层组织是党的全部工作和战斗力的基础,担负着直接联系群众、宣传群众、组织群众、团结群众,把党的路线方针政策落实到基层的重要责任。改革的推进、经济的发展和社会的稳定,都要依靠基层党组织战斗堡垒作用和广大党员
The Decision of the Fourth Plenary Session of the 14th Central Committee of the Communist Party of China on Several Important Issues in Strengthening Party Building Guided by Comrade Deng Xiaoping’s Theory of Building Socialism with Chinese Characteristics and the 14th National Congress of the Communist Party of China Summarized the Historical Experience of Party Building , Established the goal of party building in the coming period, put forward the major issues urgently needed to be solved in the party’s organizational construction, and clarified the guiding principles and measures for accomplishing these tasks. They are the programmatic documents for strengthening party building in the new period. The “Decision” pointed out that the grass-roots party organizations are the foundation for all the party’s work and combat effectiveness and assume the important responsibility of directly contacting the masses, propagandizing the masses, organizing the masses, uniting the masses and implementing the party’s line, principles and policies at the grassroots level.
