为进一步提高全国试点镇的规划水平,推动“625”试点工程和村镇建设事业的健康、深入发展,建设部决定组织开展全国试点镇规划检查工作。为此建设部以建村[1996]431号文发出了《关于开展全国试点镇规划检查工作的通知》。通知规定了检查评比的范围,凡经建设部建村[1994]805号文和建村[1995]168号文批准的试点镇均应参加,部乡村城市化试点县(市)所辖的镇也可参加。参加评比的必须是经过批准并正在执行的规划。通知要求各地尽快对所辖范围内试点镇的规划进行一次认真检查,对存在问题较多和不适应当前发展需要的规划要及时组织修编。在
