在我国,一些官员由于对重大安全责任事故负有领导责任而被高调问责,等风波过去,一些不符合复出条件的问责官员又低调复出。这很大程度上削弱了政府公信力,降低了问责制的权威性,影响了执政党的合法性。问责官员复出失范的成因复杂而深刻,但相关法规不完善、问责制自身的缺失、干部管理体制的弊端、传统政治文化的影响乃是主要原因。因此,细化并统一相关法律法规,加强问责执行力度,推动问责和复出程序透明化,强化异体监督、促进问责主体多元化,乃是不二选择。
In our country, some officials have been held accountable due to their leadership responsibility for major safety accidents. In the wake of the turmoil, some officials who failed to meet the criteria for resignation returned a low profile. This has greatly weakened the government’s credibility, reduced the authority of the accountability system, and affected the legitimacy of the ruling party. The causes of accountability officials returning to mismanagement are complicated and profound, but the main reason is the imperfect laws and regulations, the lack of accountability system itself, the malpractices of the cadre management system and the influence of traditional political culture. Therefore, it is the best choice to refine and unify the relevant laws and regulations, strengthen the implementation of accountability, promote the transparency of accountability and backout procedures, strengthen supervision by allons, and promote the diversification of accountability subjects.
