规避是国际反倾销的产物,反规避是反倾销措施的新发展。当前美国和欧盟的反规避立法较为成熟。为规避反倾销,中国企业必须遵守和利用国际贸易法规,规范企业管理和实施产品差异化策略。我们还要重视反规避措施对中国企业海外投资的影响,并尽快完善我国的反倾销和反规避立法。
Avoidance is the product of international anti-dumping. Anti-circumvention is a new development of anti-dumping measures. At present, the anti-circumvention legislation of the United States and the EU is relatively mature. To avoid anti-dumping, Chinese enterprises must abide by and use of international trade laws and regulations, standardize enterprise management and implement product differentiation strategy. We should also pay attention to the impact of anti-circumvention measures on Chinese enterprises’ overseas investment and improve our anti-dumping and anti-circumvention legislation as soon as possible.
