一、序论1、选题的背景在2008年召开的全国人大会议上,我们看到三名农民工首次作为人大代表参加大会,参政议政,更直接、更现实地反映他们的利益与诉求。在会议期间,温家宝总理与农民工代表对话,认真倾听农民工代表的心声。这充分说明党和国家以及各级组织越来越尊重农民工的意愿和心声。
