The scientific formulation of the strategy of opening up to the outside world in the northwest region and the corresponding construction of a strategic model with regional characteristics are not only the objective needs of optimizing the pattern of opening to the outside world and enhancing the efficiency of opening up to the outside world, but also an important link in promoting the all-round and coordinated development of the society in the region. The strategy of opening to the outside world is not equivalent to the strategy of foreign trade, but should not be simplified as a strategy of exporting foreign exchange while it does not belong to the same strategic level as the latter.
