信息工作=收集+筛选收集与筛选的平衡是信息工作有成效的关键问题。通常我们信息工作者经常犯的毛病是:过分看重了资料收集工作,而轻视了筛选,进而造成了工作的严重失衡,以致于信息工作事倍而功半。实际上在我们今天的信息时代,筛选成为越来越重要的信息工作。赫伯特·西蒙认为“筛选”是在信息社会中生存的基本功。由于社会已经信息过多,因此领导上需要的不是信息收集系统而是一个信息筛选系统。赫伯特·西蒙在其名著《决策管理新科学》一书中特别地分析了早期信息系统的弊病,他指出,一味向领导提供更多信息的系统都是搞错了方向,领导真正稀缺的资源是时间,过多的资料将使他们没有时间充分地思考与判断,资料越多,实际上是使他们获得的有用信息越少,更没有时间来思考,分析,因此,上层领导真正需要的是信息筛选系统。
