针对水资源管理所面临的问题，提出应把水资源作为一种特殊商品实行资产化管理，以保持经济社会的可持续发展，并详细阐述了水资源资产化管理的主要措施。
In view of the problems that the water resources management faces, this paper proposes that the asset-based management of water resources should be implemented as a special commodity in order to maintain the sustainable development of economy and society and elaborate the main measures of asset management of water resources.
