宣武区位于京城的西南端,这里交通拥挤人口稠密,是著名的回汉族群众聚集地。由于历史原因,该地在北京四个城区中文化娱乐和体育设施相对贫乏,人们在工作之余想找到一处休闲娱乐的场所很不容易。尤其是夏季,全区能够为中小学生及成年人提供游泳的地方只有两处,陶然亭游泳场和设备陈旧的青年湖游泳池。作为全区担负着组织群众参与体育活动的最高行政机关宣武体委,为解决这一难题,曾产生过很多的设想和设计,可是巧妇难为无米之炊,在计划经济体制下,由区财政局拨下来的那点可怜的经费,除去工作人员开支和运动员的训练费用外所剩无几,哪里有闲钱去改造和扩建群众体育娱乐设施?
