进入新世纪，我国教育领域发生着深刻的变革，继续教育已经成为构建终身教育体系的一个重要组成部分。２００１年３月，全国九届人大四次会议通过的“十五计划”进一步提出了要完善继续教育制度，逐步建立终身教育体系，继续教育在国民经济和社会发展中的战略地位更加突出。６
In the new century, profound changes have taken place in the field of education in our country. Continuing education has become an important part of building a lifelong education system. In March 2001, the Tenth “Five-Year Plan” passed at the Fourth Plenary Session of the Ninth National People’s Congress further raised the need to perfect the continuing education system and gradually establish a lifelong education system.
