Inner Mongolia Autonomous Region is a large province of industrial energy consumption in China, and has made significant energy-saving achievements since the 11th Five-Year Plan. Its technical effects have played a significant role in reducing the energy consumption of industrial units in Inner Mongolia during the 11th Five-Year Plan, Its contribution has dropped significantly since the “Twelfth Five-Year Plan” period. Structural effects have also played a catalytic role in saving energy for industry. However, its contribution rate has also dropped since the 12th Five-Year Plan.
