近年来,政府部门意识到技术创新的重要作用之后,推出了一系列的行动和计划,来推动企业的技术创新。例如,国家一些经济主管部门仍习惯于对技术创新采取计划管理,设立根应的计划项目,让企业申请,然后评审。国有大中型企业也习惯于向国家要钱进行技术改造。有人认为这种技术创新投资的计划体制与市场经济的技术创新投资机制是格格不入的。为什么会如此呢?本文认为政府的行为方式应该从直接组织和推动技术创新转到为企业的技术创新创造良好的环境条件上来,而要顺利进行这种转变,需要充分认识技术创新环境的重要性。——编者
In recent years, after realizing the important role of technological innovation, government departments have launched a series of actions and plans to promote technological innovation in enterprises. For example, some economic authorities in the country are still accustomed to taking the program management of technological innovation and establishing the root causes of the planned projects so that the enterprises can apply and then evaluate the projects. Large and medium-sized state-owned enterprises are also accustomed to asking countries for money for technological transformation. Some people think that this planning system for technological innovation investment is incompatible with the investment mechanism for technological innovation in a market economy. Why is it so? This paper argues that the government's behavior should shift from direct organization and promotion of technological innovation to creating favorable environmental conditions for technological innovation of enterprises. To make such a transition smoothly, it is necessary to fully understand the importance of technological innovation environment . --editor
