府际协同作为协同治理的重要组成部分,是区域公共事务治理和区域协调发展的必然要求和现实路径。公共管理实践中发展出的各种府际协同方式需要一个具有解释力的框架。在市场、网络、科层三分法的框架下,府际协同的实践方式可以归纳为契约模式、网络模式和科层模式。本文分析了不同模式下协同关系的结构、权力运作和策略工具,并结合各种模式的相对优势与治理困境,从动态的视角探讨不同情境和不同发展阶段下协同模式的选择。
Intergovernmental cooperation as an important part of collaborative governance is an inevitable requirement and a realistic path for the coordinated development of regional public affairs and regional development. Various types of inter-governmental synergy developed in public management practices require an interpretative framework. Under the framework of one-third of market, network and bureaucracy, the practical ways of inter-governmental synergy can be summarized as contract mode, network mode and bureau level mode. This paper analyzes the structure, power operation and tactics tools of the collaborative relationship in different modes. Combining the relative advantages and governance dilemmas of the various modes, the paper explores the choice of synergistic modes in different situations and different stages of development from a dynamic perspective.
