我国加入WT0后,大量的行政法规的立、改、废、禁,需要尽快完成,以适应国际规则和法治原则。这种情况在经济领域尤为突出。鉴于目前我国经济立法的现状、问题,提出优化行政立法的建议有:规范化;加强监督;加强理论研究;建立听证制度;提高立法者素质和实现立法与执法、司法的统一。
After China joins WT0, a large number of administrative regulations are established, changed, abolished and banned and need to be completed as soon as possible to adapt to the international rules and the rule of law. This situation is particularly prominent in the economic field. In view of the status quo and problems of our country’s economic legislation at present, some suggestions on how to optimize the administrative legislation are: standardization; strengthening supervision; strengthening theoretical research; establishing a hearing system; raising the quality of legislators and realizing the unification of legislation, law enforcement and judicature.
