一、立足培养大批高素质新型人才,努力营造优秀人才脱颖而出的良好环境一是打造平台,吸引人才。一方面要舍得投入,立足世界先进水平,引进一流的设备,建设一流的实验室,培育有国内外叫得响的优势学科,用过硬的设施条件吸引人才;另一方面要积极争取处于世界领先水平的尖端科研课题,通过关键技术的引进、嫁接及创新,增强对高素质人才的吸引力。二是创造条件,留住人才。在靠事业吸引人才、靠感情融洽关系的同时,要注意理顺分配关系,本着初次分配注重效益,再次分配注重公平的原则,确立高素质、高效益就要有高待遇的思想。无论在物质待遇、成长进步,还是在工作选择上,都要形成有利于留住人才的相应机制。
