总理、各位委员:劳动保险条例草案经过将近一年时间的起草过程,首先由中央人民政府劳动部与中华全国总工会组成的起草委员会根据中国人民政治协商会议共同纲领第三十二条的规定及全国各地职工的要求与意见和目前工厂企业的实际情况,拟定初步草案之后,召集有关机关及工会组织进行反复研究,修改了二十余次之多,才作成正式草案,送请中国人民政治
