治理是一种新的政治型式,实现治理的关键是建立现代宪政制度或实现宪政制度创新,而宪政起源于对以私人财产权为核心的个人基本权利的保护。因此,从保护以私人财产权为核心的个人基本人权出发,实现宪政制度创新,是实现治理的有效路径。
Governance is a new type of politics. The key to achieving governance lies in the establishment of a modern constitutional system or in the innovation of the constitutional system, which originated from the protection of the fundamental rights of individuals whose core is private property rights. Therefore, starting from the protection of individual basic human rights with private property as the core, to realize the innovation of the constitutional system is an effective way to achieve governance.
