To take advantage of opportunities for international industrial transfer, we must participate in international competition. Due to the overall enhancement of international competition, the restructuring of the industrial structure requires more participation of the government than in the past. Therefore, the government’s economic policies and management are very necessary. To this end, the core of industrial policy is competition policy, and the main content of encouraging competition is to allow enterprises to enter and leave the industry freely. This is not only the main way of reorganization of domestic industrial structure, but also the cultivation of enterprises’ competitive awareness and competition.
