加强党的执政能力建设,是党的十六大提出来的战略任务。党的十六届四中全会就此专门作出了决定。执政能力建设是中国特色社会主义执政党建设的重点。党的思想建设、政治建设、组织建设、作风建设和制度建设,最终都应该体现到提高党的执政能力、巩固党的执政地位上来。党中央把加强执政能力建设作为新世纪党的建设的重点内容,这是运用马克思主义建党学说、立足于我们党所处的历史方位和时代赋于的光荣史命,站在党和国家长治久安的战略高度,向全党提出的一项具有全局性意义的重大课题,也是总结执政党建设经验教训而得出的科学结论。
Strengthening the building of the party’s ability to govern is a strategic task proposed by the Party’s 16th National Congress. The Fourth Plenary Session of the 16th CPC Central Committee made a decision in this respect. The Construction of Governing Capability Is the Keystone of the Construction of a Socialism Ruling Party with Chinese Characteristics. The party’s ideological, political, organizational, work style and institution building should all ultimately be reflected in improving the party’s ability to govern and consolidating the ruling position of the party. The CPC Central Committee takes strengthening the construction of governing ability as the key content of Party building in the new century. This is the glorious historical mission of using the Marxist party building theory based on the historical position and era where our party is located and standing on the long-term peace and order of the party and the country Strategic height, put forward to the whole party a major issue of global significance, and it is also a scientific conclusion drawn from summing up the experiences and lessons of the ruling party construction.
