1949年3月,毛泽东同志在党的七届二中全会上提出:“务必使同志们继续地保持谦虚、谨慎、不骄、不躁的作风,务必使同志们继续地保持艰苦奋斗的作风。”毛泽东同志提出的“两个务必”不是一般的作风问题,而是党能否执政和执政以后能否巩固政权的关键问题。正因为如此,作为党和人民的领袖毛泽东同志,在党未掌握全国政权、即将掌握全国政权、掌握全国政权以后这三个历史时期,都十分注意这个问题,毛泽东同志作为党和人民的领袖,本身就是身体力行“两个务必”的光辉典范。
