一、新农村建设对财政支农工作提出更高要求建设社会主义新农村是一项庞大而繁重的历史工程。总体要求是“生产发展、生活宽裕、乡风文明、村容整洁、管理民主”,涉及农村经济、社会、文化、政治、生态等三大层面五个方面。其中生产发展是新农村建设的基础和核心,生活宽裕是新农村建设的根本目的和根本动力所在,乡风文明、村容整洁是新农村建设的具体体现,管理民主是新农村建设的必然要求和政治保障。
