以制度为本强调制度的热炉效应和制度的刚性。以人为本强调尊重人、关心人、信任人的企业文化和人本的柔性。普遍的观念是两者互相冲突,要么以制度为本放弃人本的柔性,要么以人为本,放弃制度的刚性。实际上,两者是兼容的,可以相互协调,做到刚柔相济。具体的做法就是制度的人本化和人本的制度化。只有这样,才能提升企业的制度资本,改善人力资本的质量,最终提高企业生产率和产出质量。
