十年来,云南省曲靖市人武部密切配合地方政府抓好中心工作,先后抽调26名干部投入到地方经济建设主战场。1986年刚改归地方,他们就抽调6名干部到东山镇联系点做农村基层整党工作,长的达半年之久。 在东山镇抓出了成效后,1989年2月,市领导把人武部的联系点调整到西山乡。西山乡底子薄,人均收入不足500元。工作人员下到西山后,听取乡党委、政府的汇报,走访农民家庭,耐心、细致地给农民群众讲解党的路线、方针、政策,给农民群众出点
