社会主义市场经济的深入发展,使民兵编组动员工作从过去战争年代和计划经济时期那种比较单一的社会经济环境,转变到现在相对复杂的社会经济环境,对民兵编组动员工作提出了新的要求。市场经济条件下利益和价值观多样化、劳动力自由流动发展的趋势,要求我们必须有新的措施保持民兵参与编组动员的思想基础和精神动力,确保国防动员工作有效开展。
The deepening development of the socialist market economy has shifted the work of the militia marshalling from the relatively simple socio-economic environment of the past war years and the planned economy to the relatively complex socio-economic environment now and put forward new demands on the militia marshalling work . The trend of diversified interests and values under the market economy and the free flow of labor forces requires that we must take new measures to keep the militia and ideological basis and spiritual motivation involved in the mobilization of marshals and ensure that the work of national defense mobilization is effectively carried out.
