过量开采地下水导致地面沉降。本文扼要介绍了我国地面沉降的概况、成因,以及长江三角洲地区地面沉降的特点、防治措施。太湖蓝藻爆发,无锡自来水告急,说明建立应急水源的必要性,地下水非常适合作为备用应急水源。从水资源特点讨论了禁采地下水的人大决议有修改的必要,改禁采令为科学管理地下水资源的法规,人类完全有能力做到既控制地面沉降,又适当开发利用了地下水资源,造福人类。
Over-exploitation of groundwater leads to land subsidence. This article briefly introduces the general situation and causes of land subsidence in China, as well as the characteristics of land subsidence in the Yangtze River Delta region and the prevention measures. The outbreak of blue-green algae in Taihu Lake and the emergency of Wuxi tap water indicate the necessity of establishing an emergency source of water. Groundwater is very suitable as a backup emergency source of water. From the characteristics of water resources, we discussed the necessity of revising the resolution of people’s congress of banning groundwater, and changed the laws and regulations that prohibit the scientific management of groundwater resources. We are fully capable of both controlling land subsidence and properly exploiting and utilizing groundwater resources for the benefit of mankind .
