按照三峡水库分期蓄水的安排，水库移民工作分四期进行。第一期（１９９３年～１９９７年）目标是确保按期实现大江截流。５年来，三峡库区实行开发性移民的大政方针已经明确，管理体制基本理顺，移民补偿资金到位情况良好，新城镇的基础设施已基本完成。经验收认为：水库移民一期任务绝大多数已经完成，少量未完项目均可在１９８８年５月底汛期到来之前完成，能够满足大江截流的要求。这为二期移民任务的完成奠定了基础。
According to the Three Gorges Reservoir Staging arrangements, reservoir resettlement work in four phases. The first phase (1993-1997) aims to ensure the closure of major rivers on schedule. Over the past five years, the major policy of implementing the development-oriented immigration in the Three Gorges Reservoir Area has been clearly defined. The management system has been basically rationalized and the resettlement compensation fund has been in good condition. The infrastructure of the new towns has basically been completed. According to experience, most of the tasks of reservoir resettlement have been completed, and a small amount of unfinished projects can be completed before the flood season at the end of May 1988 to meet the requirements of river closure. This laid the foundation for the completion of the second phase of the immigration task.
