采用因子分析法构建了企业技术创新能力评价指标体系,横向对比了2013年度内蒙古自治区与全国其他省级行政区的企业技术创新能力。通过因子贡献率得分及分解发现,内蒙古自治区企业的技术创新环境、科技产出能力均处于全国较低水平。因此,内蒙古自治区科技相关管理部门应该从加大经费投入、保护知识产权、构建科技成果的奖励机制、培养科技人才等方面入手,以促进企业的技术创新能力。
The index system of technological innovation capability of enterprises was constructed by factor analysis, and the technological innovation capability of enterprises in Inner Mongolia Autonomous Region and other provincial administrative regions of China was compared horizontally in 2013. Through the factor contribution rate score and decomposition, it is found that the technological innovation environment and output of science and technology in Inner Mongolia Autonomous Region are all at a low level in the whole country. Therefore, science and technology-related administrative departments of Inner Mongolia Autonomous Region should start with increasing investment, protecting intellectual property rights, establishing incentives for scientific and technological achievements, and cultivating scientific and technological personnel so as to promote their technological innovation capability.
