创新在社会科学系统结构上的实现条件是： (1)系统结构要素的特征表现为研究对象上立足社会，研究群体建立流动管理体制，研究课题高起点。（ 2）系统结构的功能目标定位于发展新服务，建立新学科，开发新观念，形成新评价。（ 3）系统结构的互动关系，包括理论的互动，理论与技术之间的互动，理论与社会的互动，理论与历史的互动。
The conditions of innovation in the construction of social science system are as follows: (1) The characteristics of the system structural elements are characterized by the research object being based on society and studying groups to establish a flow management system, and a high starting point for research topics. (2) The functional goal of the system structure is to locate new services, establish new disciplines, develop new concepts and form new evaluations. (3) The interactive relationship of system structure, including the interaction of theory, the interaction between theory and technology, the interaction between theory and society, the interaction between theory and history.
