在中国经济和社会的双重转型期,在中国林林总总的各项改革中,没有哪一项改革像关于公务员制度的改革这样,一有风吹草动,就能牵动社会的敏感神经:别的行业加薪往往是波澜不惊,而公务员加薪仅是动议,就能掀起轩然大波;别的行业人士坐什么车,无人过问,但关于公务员用车及改革,却能令中国社会一直热议二十余年;别的行业招聘考试,要花钱在媒体上做广告,而一旦是公务员考试,各类报道总是铺天盖地……凡此种种,使得公务员在中国成了一个特殊群体。出现这种情况并不奇怪。中国向现代国家迈进,必须要倚重一支高素质的公务员队伍。而公务员的所有开销,都是纳税人的钱。公务员的公务行为,行使的是社会公权,作用于公共空间。因此,人们对公务员的关注,实则是对中国行政成本的关注,对权力运行的关注,对自己所应该享有的公共管理和社会服务水平高低的关注。公务员也是人,也有实现自己的人生理想、人生价值的权利。在当前的公务员改革中,有一些问题令公务员萦回于心,甚至难以释怀。社会各界也应对这些问题进行理性思考,使我国的公务员制度改革能在取得社会共识的前提下更好地向前推进。
