从传播视角和管理视角回顾了政务微博的研究成果,总结了政务微博研究中的基本问题;从“言语行为”角度分析了政务微博的现状及困境,提出政务微博存在语言形式和内容不当、关注度不高等问题;从“言语角色”角度对政务微博建设提出了建言:应将政务微博的直接听话者由微民转向社会媒体,将政务微博的直接听话者和目标听话者分开,按照层级和职能对“说话者”“听话者”身份及“说”“听”行为重新定位和比配。
