《经济学消息报》日前发表李刚的文章《薄熙来为何种草不种树》。文章分析了种草的巨额成本,认为相对而言种草不如种树。文章说,薄熙来在担任大连市长期间取得的政绩证明他的确是个不可多得的好领导,但问题是为什么这样一个好领导,也犯了“种草不种树”这样一个错误呢?关键的原因在于目前我国低效的干部考评与选拔制度。在这种制度安排下,对一名领导干部来说最重要的是让上级看到自己的政绩。因此,讲到绿化,第一个想到的就是种草。 [本刊研究员]学生学习好坏要看成
