随着社会主义市场经济制度的逐步确立和政治机制改革的深入开展,当前的乡镇治理模式日益暴露出诸多问题。各地根据实际情况的不同会选择不同的治理模式进行制度安排,新型的乡镇治理机制包括办事处或乡镇公所模式(县派)、乡镇自治模式(乡治)和改良式乡镇模式(乡政)三种模式,三种模式是一个整体,它们是并存的关系,但是展望乡镇治理的未来,乡镇自治模式应该是另外两种模式的发展目标。
